The West Justice Center serves the cities of Cypress, Fountain Valley, Garden Grove, Huntington Beach, Los Alamitos, Seal Beach, Stanton and Westminster. It handles criminal cases (both misdemeanors and felonies) as well as traffic violations and other minor offenses. The usual hours of operation for the center are Monday through Friday from 8:00 a.m. to 4:00 p.m. On the first Tuesday of each month, there is a special traffic court night session that begins at 4:00 p.m. The center is located at 8141 13th Street in Westminster.

The Superior Court of Orange County was founded in 1889 and J.W. Towner was the first Orange County Superior Court Judge. In 1952, five Municipal Court Judicial Districts were established by the Board of Supervisors. These Municipal Courts administered justice within Orange County until 1998 when they were joined with Superior Courts to form the Superior Court of Orange County. Today, court and other judicial services are provided to more than 3 million residents throughout the county. The Superior Court is now the 3rd largest in the state and the 5th biggest in the U.S. It is comprised of 33 commissioners, 110 judges and roughly 1,800 staff.
